Returns true if contents of needles is contained by haystack.

const a = ['apples','oranges','pears','mandarins'];
const b = ['pears', 'apples'];
contains(a, b); // True

const c = ['pears', 'bananas'];
contains(a, b); // False ('bananas' does not exist in a)
